City Clerk

"The title 'clerk' as employed in municipal charters, ordinances, and statutes, ususally refers to those persons whose duties are principally clerical, as compared to those of an administrative or executive character" - Muncicpal Corportaions, 3rd Edition, Section 12.34. In the October 1949 issue of the newsletter of the National Institute of Municipal Clerks: "The Clerk's office can be truly called the hub of local government. It is the Clerk who is the contact between the citizens and the government. It is he or she to whom most complaints are brought. He or she gives advice on many subjects, not necessarily relating to the government, but by his or her contact with the public, they for a great part, place confidence in him or her [to] answer most any question."

Martha Cato has served the City of Valley as City Clerk for the past 13 years and has been recognized throughout the state for her exemplary work-ethic, outstanding achievements, and willingness to 'go above and beyond the call of duty'. Martha received the 2000 Alabama Clerk of the Year Award and the 2001 Miss Chattahoochee Valley Woman of Achievement Award. These, and the many other awards she has won, not only bring honor and recognition to Martha, but to the City of Valley as well.
