August 26th City Council Meeting

The Valley City Council held its second regular scheduled meeting of August on Monday, August 26, 2019, in the Council Chambers at Valley City Hall.

Mayor Riley called the meeting to order at 6:00PM. The invocation was given by Councilmember Randall Maddux and Councilmember Marquetta Madden led the Pledge of Allegiance. Councilmember Jim Jones was absent.

The August 26th financial audit report for the city was given as follows:

  • Checking account previous balance............................  $3,774,695.51
  • Total deposits all funds......................................................  $652,086.77
  • Total expenditures all funds..............................................  $339,286.50
  • Total on-hand all funds.................................................... $4,087,495.78

The following actions were taken by the city council at the August 26th meeting:

  • Approved the minutes from the August 12th council meeting
  • Accepted the August 26th financial audit report
  • Passed unanimously the following items in the night’s Consent Agenda
    • Resolution 2019-091R giving permission for Hair Band Glory LLC to use the Valley Community Center parking lot and kitchen, gym, and Hood/Gray Room on September 3rd during the filming of the movie “Electric Jesus”. In lieu of rental fee, the City of Valley and the Valley Recreation Department will receive “Special Thanks” in the ending credits of the movie
    • Resolution 2019-092R accepting the bid of $11,277 from Susan Rogers of Purvis MS of Purvis, MS for a surplus New Holland 75B Rubber Tire Backhoe and the bid of $7,688.88 from Abbygail Durham of Petal, MS for a surplus New Holland S610 Farm Tractor. Both bids were the lowest of 2 bids received for each surplus item
    • Resolution 2019-093R amending the FY 2018-2019 Valley Police Department Budget by $4,160 for monies received during the 2019 Jr. Police Academy
    • Resolution 2019-094R amending the FY 2018-2019 Valley Police Department Budget by $4,687.29 for monies from vehicle accident
    • Resolution 2019-095R supporting the Chambers County Commission’s ATRIP-II application
  • Passed unanimously Resolution 2019-096R accepting the proposed $2,020,383.33 5-Year Paving Plan for City of Valley Streets:
    • Industrial Boulevard                                                                                $805,676.95
    • Cleaveland Road                                                                                     $149,276.36
    • Columbus Road (School Street to McGinty)                                       $279,301.63
    • 65th Street E                                                                                                $86,486.21
    • Hopewell Road                                                                                           $66,466.85
    • 33rd Street (across Intersection of 24th Avenue)                                  $31,030.17
    • Boulevard                                                                                                    $123,612.65
    • 31st Street                                                                                                     $50,209.65
    • 48th Street                                                                                                     $66,322.85
    • 15th Avenue (End of 15th Avenue)                                                            $25,000.00
    • Combs Road (10% County, 10% City, 80% ATRIP II State Grant)     $337,000.00
  • Passed unanimously Resolution 2019-097R authorizing Mayor Riley to seek bids for paving the Valley Industrial Boulevard
  • Suspended the rules and passed on their first reading, the following ordinances:
    • 2019-20 accepting the $2,000 offer from Charles Deric Tittle for surplus, city-owned property at 1705 58th Street
    • 2019-21 authorizing the leasing of a 3,000 square-foot building at 5220 Fairfax Bypass to the 5th Judicial Circuit Multi-Jurisdictional Task Force

The mayor made the following announcement:

  1. The next Council Meeting will be Monday, September 9th, at 6:00 pm at Valley City Hall
