February 24th City Council Meeting

The Valley City Council held its second regular scheduled meeting of February on Monday, February 24, 2020, in the Council Chambers at Valley City Hall.

Mayor Riley called the meeting to order at 6:00PM. The invocation was given by Councilmember Jim Clark and Councilmember Jim Jones led the Pledge of Allegiance. All members were present.

Prior to official council business, a public hearing on rezoning 2 properties and amending the city’s Zoning Ordinance was held.

As part of the City’s Black History Month, Councilmember Marquetta Madden read and presented a proclamation for David Lee Floyd, Sr. and Councilmember Henry Cooper read and presented a proclamation for John Gibson.

The February 24th financial audit report for the city was given as follows:

  • Checking account previous balance...........................  $4,889,497.77
  • Total deposits all funds.................................................     $649,986.98
  • Total expenditures all funds.........................................     $804,129.87
  • Total on-hand all funds................................................... $4,735,354.88

The following actions were taken by the city council at the February 24th meeting:                  

  • Approved the minutes from the February 10th city council meeting
  • Accepted the February 24th financial audit report
  • Passed unanimously the following resolutions in the Consent Agenda
    • Resolution 2020-016R authorizing the installation of street lights at Richardson Street
    • Resolution 2020-017R declaring property at 1804 30th Street a public nuisance and authorizing the abatement of the nuisance
    • Resolution 2020-018R declaring property at 305 U.S. Highway 29 a public nuisance and authorizing the abatement of the nuisance
    • Resolution 2020-19R accepting Valley Senior Center Grievance Policy
  • Approved unanimously Resolution 2020-020R accepting the $1,008,109.00 bid by Chris Clark Grading and Paving of Lanett, Alabama, which was the lowest of 2 bids received, for 2020 paving projects in the City of Valley
  • Approved unanimously Resolution 2020-021R accepting the  $946,090.50  bid by Startley General Contractors, Inc. from Blountsville, AL, which was the lowest of 8 bids received, for water improvements in the Valley Industrial Park
  • Approved unanimously Resolution 2020-22R authorizing a 10 year tax abatement for a John Soules Foods Alabama, LLC project with a capital investment of $136,000,000
  • Suspended the rules and passed on its first reading, Ordinance 2020-04 classifying property located at Combs Road, Valley, Alabama as R3.
  • Suspended the rules and passed on its first reading, Ordinance 2020-05 classifying property located at 1901 55th Street, Valley, Alabama from R-2 to C2.
  • Heard the first reading of Ordinance 2020-06 amending the city’s Zoning Ordinance - Ordinance 99-07.

The mayor next Council Meeting would be Monday, March 9 at 6:00 pm at Valley City Hall.
