February 25th City Council Meeting

The Valley City Council held its second meeting of February on Monday, February 25. Mayor Leonard Riley called the meeting to order at 6:00PM. The invocation was given by Councilmember Henry Cooper and Councilmember Jimmy Gilson led the Pledge of Allegiance.

During the Mayor’s Communications, Mayor Riley read a proclamation recognizing Valley High School basketball and football Head Coach Marshon Harper for his contributions to the community.

City Clerk/Treasurer Regina Glaze gave the financial audit for the city which is as follows:

  • Checking account previous balance ...........$2,658,819.13
  • Total deposits all funds .................................... $321,378.24
  • Total expenditures all funds ............................  $383,043.43
  • Total on-hand all funds .................................  $2,597,153.94

The following actions were taken by the city council at the February 25th meeting:

  • Accepted the financial audit given by City Clerk/Treasurer Glaze
  • Approved the minutes from the February 11th, 2013, council meeting
  • Passed Resolution 13-25R authorizing Police Chief Tommy Weldon to sign an agreement on behalf of the City of Valley between Services Data Works Plus, LLC and the City on standard software and hardware support for the Valley Police Department
  • Passed Resolution 13-26R that authorizes the mayor to sign an agreement between the City and East Alabama Water, Sewer and Fire Protection District to lease a temporary space to house its EMS services while renovations and remedial work are being performed on the city complex
  • Passed Resolution 13-27R authorizing Mayor Riley to enter into an agreement with Trinity Industrial Services, LLC, to provide police protection at Fairview Mill, located at 1050 Fairview Avenue in Valley
  • Passed Resolution 13-28R authorizing Mayor Leonard Riley to execute an agreement with Engineering Service Associates to develop a Solid Waste Management Plan for the City of Valley in the amount of Four Thousand Dollars ($4000.00) – the Alabama Solid Waste & Recyclable Materials Management Act, Code of Alabama 1975,§22-27-47 requires local governments to develop Solid Waste Management Plans to forecast the management of solid waste generated within its boundaries over a 10 year period – the new plan will replace the current solid waste management plan that expires in 2014 and will satisfy the state requirement
  • Passed Resolution 13-29R granting permission for the National Wild Turkey Federation to hold a fundraiser, with beer being served, on Friday, March 22, 2013, from 12:00 p.m. until 12:00 a.m., in the Crowder Room at the Valley Community Center
  • Passed Resolution 13-30R giving Public Works Director Patrick Bolt permission to seek bids for grass cutting at City of Valley Cemeteries and Valley Parks and Recreation
  • Passed Resolution 13-31R allowing Public Works Director Patrick Bolt to transfer funds previously budgeted under Workers Compensation in the City of Valley Public Works Department Budget, but are not being used, to accounts (Registration, Lodging, and Meals) so the funds can be used by Public Works employees for training and recertification classes
  • Held the first reading of Ordinance 13-06 that allows the Mayor or his designee to solicit offers for the purchase of 6 city properties no longer needed for public or municipal purposes and to report back to the Council for further action. The following are the city properties:
    • Parcel One: Riverview Post Office
    • Parcel Two: Riverview Gym
    • Parcel Three: 5804 19th Avenue
    • Parcel Four: 128 G.I. Street
    • Parcel Five: 5001 23rd Boulevard
    • Parcel Six: Riverdale Mill
