January 13th City Council Meeting

The Valley City Council held its first regular scheduled meeting of January on Monday, January 13, 2020, in the Council Chambers at Valley City Hall.

Mayor Riley called the meeting to order at 6:00PM. The invocation was given by Councilmember Cassie Carlisle and Councilmember Henry Cooper led the Pledge of Allegiance. All members were present.

Councilmember Maddux read and presented a proclamation to Jamie Newill, representing the Circle of Care, proclaiming January as Human Trafficking Awareness Month in Valley. Carrie Royster of the Chamber of Commerce gave a report to council on the Chamber’s actions from October – December 2019.

The January 13th financial audit report for the city was given as follows:

  • Checking account previous balance...........................  $3,587,547.94
  • Total deposits all funds....................................................  $833,601.55
  • Total expenditures all funds............................................   $758,684.67
  • Total on-hand all funds................................................... $3,662,464.82

The following actions were taken by the city council at the January 13th meeting:                    

  • Approved the minutes from the December 16th city council meeting
  • Accepted the January 13th financial audit report
  • Passed unanimously the following resolutions in the Consent Agenda
    • Resolution 2020-001R declaring property at 1194 Newton Road a public nuisance and authorizing the abatement of the nuisance
    • Resolution 2020-002R declaring property at 1204 Newton Road a public nuisance and authorizing the abatement of the nuisance
    • Resolution 2020-003R declaring property at 101 North Railroad Street a public nuisance and authorizing the abatement of the nuisance
    • Resolution 2020-004R declaring property at 32nd Place a public nuisance and authorizing the abatement of the nuisance
    • Resolution 2020-005R allowing alcohol to be served at an event on February 15th at the Community Center
    • Resolution 2020-006R amending the Valley Police Department FY Budget 2020 by $500 for insurance recovery
    • Resolution 2020-007R amending the Valley Police Department FY Budget 2020 by $8,394.97 for the purchase of a drone. Contributions from various entities in the amount of $3,950; $2,498.75 from the 2020 Calendar rebates; and $1,946.22 from the Forfeiture Fund will offset the purchase of the drone
  • Passed unanimously Resolution 2020-008 rejecting the $96,935.44 bid from King Ford  for 3 new 2020 Police 4 Door Utility vehicles ($32,311.88 per vehicle)
  • Suspended the rules and passed on their 1st reading the following ordinances:
    • 2020-01 that accepted the offer of $1,500 from Penny L. Teague for surplus city property at 2205 65th Street
    • 2020-02 that accepted the offer of $1,500 from James A. and Deborah R. Kelly  for surplus city property at 6506 23rd Avenue
    • 2020-03 that accepted the offer of $500 from Faith Congregational Church Inc. for surplus city property at 273 Johnson Street

The mayor announced that the next Council Meeting would be Monday, January 23 at 6:00 pm at Valley City Hall.

Council adjourned at 6:33 PM.
