March 23rd City Council Meeting

The Valley City Council held its second regular scheduled meeting of March on Monday, March 23, 2020, in the Council Chambers at Valley City Hall.

Mayor Riley called the meeting to order at 6:00PM. The invocation was given by Councilmember Randall Maddux and Councilmember Marquetta Madden led the Pledge of Allegiance. All members were present.

During the mayor’s communications declared April 12-18, 2020, as National Public Safety Telecommunicators Week in the City of Valley.

Mayor Riley called for a public hearing at the next council meeting to confirm costs of demolition at the following properties:

  • 1194 Newton Road
  • 1204 Newton Road
  • 205 Combs Street
  • 354 Summerhill Road

The owners of property at 2012 32nd Street addressed council on their property being declared a public nuisance and an abatement of the nuisance authorized. At the March 9th council meeting, council voted to give the owners 2 weeks to clean the property.  The owners have made progress in cleaning up their property and council voted to give the owners an additional month to clean the property before the city took action.

John Boles of Himmelwright Huguley Boles accounting firm presented the city’s 2019 Independent Auditor’s Report to the council.

Mayor Riley appointed Councilmember Madden to be the City’s voting delegate at the upcoming Alabama League of Municipalities Convention.

The March 23rd financial audit report for the city was given as follows:

  • Checking account previous balance...........................  $4,860,723.89
  • Total deposits all funds.................................................     $413,060.40
  • Total expenditures all funds..........................................     $328,913.40
  • Total on-hand all funds................................................... $4,944,870.89

The following actions were taken by the city council at the March 23rd meeting:                      

  • Approved the minutes from the March 9th city council meeting
  • Accepted the March 23rd financial audit report
  • Passed unanimously the following resolutions in the Consent Agenda
    • Resolution 2020-029R permitting the consumption of alcohol at an event to be held at the Community Center on April 18, 2020
    • Resolution 2020-030R permitting the consumption of alcohol at an event to be held at the Community Center on October 10, 2020
  • Resolution 2020-031R declaring a State of Emergency in the City of Valley based on the impact of COVID-19 becoming a pandemic event


The mayor next Council Meeting would be Monday, April 13 at 6:00 pm at Valley City Hall.

Council adjourned at 6:41 PM.
