March 9th City Council Meeting

The Valley City Council held its first regular scheduled meeting of March on Monday, March 9, 2020, in the Council Chambers at Valley City Hall.

Mayor Riley called the meeting to order at 6:00PM. The invocation was given by Councilmember Jim Jones and Councilmember Randall Maddux led the Pledge of Allegiance. All members were present.

Mayor Riley called for a public hearing at the next council meeting on March 23rd to confirm costs of demolition at the following properties:

  • 1194 Newton Road
  • 1204 Newton Road
  • 205 Combs Street
  • 354 Summerhill Road

Chambers County Development Authority (CCDA) Executive Director Valerie Carter gave council the CCDA’s annual report.

The March 9th financial audit report for the city was given as follows:

  • Checking account previous balance...........................  $4,735,354.88
  • Total deposits all funds.................................................     $899,355.78
  • Total expenditures all funds..........................................     $773,986.77
  • Total on-hand all funds................................................... $4,860,723.89

The following actions were taken by the city council at the March 9th meeting:                        

  • Approved the minutes from the February 24th city council meeting
  • Accepted the March 9th financial audit report
  • Passed unanimously the following resolutions in the Consent Agenda
    • Resolution 2020-023R permitting the consumption of alcohol at an event to be held at the Community Center on August 1, 2020
    • Resolution 2020-024R adjusting the Planning and Development FY Budget by $10,700 for insurance from an accident totaling a city vehicle
    • Resolution 2020-025R declaring a Public Works Department vehicle as surplus property and authorizing Director Patrick Bolt to sell the vehicle in accordance with existing municipal policy and state law.
    • Resolution 2020-026R awarding Gerry Smith Lawn Service Inc. the grass-cutting bid for the city’s cemeteries and other city properties. The bid of $3,070 was the lowest of 3 bids received and is for 3-years
  • Resolution 2020-027R declaring property at 2012 32nd Street a public nuisance and authorizing the abatement of the nuisance was pulled from the consent agenda and after discussion, a 2-week delay until the next council meeting was given to the owner to correct the issues noted by the Code Enforcement official
  • Approved unanimously Resolution 2020-028R accepting the bid of $18,947.60 by Ra-Larms LLC for security cameras at the Valley Community Center. This was the lowest of 3 bids received.
  • Heard the second reading of Ordinance 2020-06 amending the city’s Zoning Ordinance - Ordinance 99-07 and passed the ordinance unanimously

The mayor next Council Meeting would be Monday, March 9 at 6:00 pm at Valley City Hall.
