September 23rd City Council Meeting

The Valley City Council held its second regular scheduled meeting of September on Monday, September 23, 2019, in the Council Chambers at Valley City Hall.

Mayor Riley called the meeting to order at 6:00PM. The invocation was given by Councilmember Cassie Carlisle and Councilmember Henry Cooper led the Pledge of Allegiance. All members were present.

The September 9th financial audit report for the city was given as follows:

  • Checking account previous balance............................  $4,045,269.25
  • Total deposits all funds.....................................................  $278,219.48
  • Total expenditures all funds..............................................  $388,463.31
  • Total on-hand all funds.................................................... $3,935,025.42

Mayor Riley read a Masters Games of Alabama proclamation from Governor Ivey.

The following actions were taken by the city council at the September 23rd meeting:               

  • Approved the minutes from the September 9th council meeting
  • Accepted the September 23rd financial audit report
  • Passed unanimously the following item in the night’s Consent Agenda
    • Resolution 2019-115R declaring as surplus Recreation Department property - 2 mowers and 9 swimming pool lane ropes - as surplus and authorizing Department Head Laurie Blount to sell the items
  • Passed unanimously Resolution 2019-116R rejecting the bid of $397,661.05 from North State Environmental (NSE), which was the only bid received for the Moore’s Creek Project, and accepting a negotiated bid of $293,066.17 from NSE
  • Passed unanimously Resolution 2019-117R approving the 2019/2020 FY Budget for the City
  • Passed unanimously Resolution 2019-118R declaring property at 205 Combs Street as a public nuisance and authorizing the abatement of the nuisance (this was not on the agenda and was presented from the floor by the city attorney)  
  • Heard the first reading of Ordinance 2019-22 increasing the salary of the mayor and council effective after the 2020 municipal election

The mayor made the following announcement:

  1. The next Council Meeting will be Thursday, October 10th at 6:00 pm at Valley City Hall
  2. A work session will be held Thursday, October 24th at 6:00pm at Valley City Hall

Council adjourned at 6:22 PM.
